I'm a I'm a newbie! I want to wholesale this property I found! It's vacant and it's an eye sore! The area is ok (below middle class but not exactly the slums either) . Anyway there are county and city taxes owed on the property ($7k) How do I need to go

How do I need to go about trying to get the peppery under contract and how would I set this contract up?!?!? And how would I market it to a seller?!??
