Wholesaling in Memphis, TN market.

I am an investor in Chicago, IL and wanted to start wholesale in another state to get more cash fast since my W2 is not enough with my personal expenses. I was looking into the Memphis area and seeing a lot of houses that are in the market and in the description states "no wholesalers". Can I contact the property owner to try to see if he is willing to change his mind? Since I am new at this I don't want to make an illegal move and screw myself in the long run. Any advise would be great.
