How much would you pay for a shell in the City of Richmond, Downtown?

I've been in contact with an absentee owner about a run-down building, and I ask how much he would like for it to sell for, and he said 375K, and it needs and total rehab from top to bottom inside. That's waaay too much, for a shell, IMO let me know what y'all think.
