How to send a Purchase Sale Agreement for an on market property?

Hello,

I have a quick question that I haven't been able to easily find an answer to. I understand how to send a Purchase and Sale Agreement directly to a seller for an off market property.

But I'm a bit confused on how exactly I make an offer for an on market property. Dual agency isn't legal in Florida so I can't get the listing agent to submit an offer for me. Would I have to get my own agent or can I just send my own Purchase and Sale agreement to the listing agent?
