Legal actions against fake "contractor"....

I'm going to cut to the chase: a so-called "contractor" had his employees do some work in one of my rental units. The worker poured grout/mortar water into the tub. Needless to say, two weeks later when the tenants move in, the tub isn't draining.

I need to know what actions I can take against this guy.
