Managing Noise Complaints

I have a tenant #1 that keeps making noise complaints of  tenant #2 playing their music to loud and late at night. I have talked to tenant #2 about the complaints and she has said she will turn it down and not play music too late. She claims most of the time it’s her kids playing and watching tv especially know that they’re off for the summer. Tenant #1 messaged me during the day time to tell them to turn the music down. However I don’t see anything wrong with tenant #2 playing their music during the day as long as it’s not at night. I am not sure how to handle it. I would like to see others point of views on the situation. Any advice would be appreciated.
