Property Manager Troubles: Refusing to share information

Hi All, 

We recently exited a contract with a property manager. As part of separation we were expecting for the manager to share the data associated with tenant application. The manager is refusing to share stating privacy laws. I don't understand - the data belongs to us as we are the new landlord. I am worried what and how we will take corrective action - in case we have to evict the tenant. What should we do?
