Do I have bad numbers?? Looking for cold calling help!

I'm looking for some advice from people successfully doing direct marketing using cold calling. 

I'm using  *Callmotivatedsellers.com* the real estate cold calling company used and recommended by Brent Daniels to do outbound marketing for me. I've been using them for 5 weeks now and am getting very low contact rates and in turn very few leads. I skiptraced using *Batchskiptracing.com*. The caller does a great job so it's not a conversion issue, it just seems like we aren't getting anyone on the phone! I'm wondering if my numbers are bad, or people just aren't picking up the phone with all the spam going on. Contact rate has averaged around 2%. 

Lists are pulled from Propstream - any niche list you can think of we are calling. Vacants, Tired Landlord, Preforclosure, Liens, Bankruptcy, high equity with various combinations. 

Any advice, from those using similar systems successfully, is greatly appreciated.
