Using VAs to do your Cold calling

We have been using several different VAs to do our cold calling for us for about a month now, and they are not producing, their dials per hour are always off and we cant seem to find out why.  Do any of you use VAs to  Cold call for you? If so where do you find them? and what have your results been.  We are not happy with ours.
