Absentee owner marketing

I know this is something that gets frequently kicked around on the forum but I'm going to run with it anyway. Lots have posted about getting 2 to 5 % response when mailing to AO's. I have trouble believing this. In all the years of mailing to this list I have never even gotten a 1% response and I have sent every postcard know to man as well as hand addressed letters. The sellers that do call are not the least bit motivated. They also seem to be inundated with solicitations from investors. Someone tell me how to make this work!
