Direct Mail Questions

I am putting together my first Direct Mail Marketing campaign and I have a few questions. 

1) What is the best way for call intake?

2) If I get a house with a homerun offer but cannot fund it myself, can I sell that offer to another investor? or do i need a license for that?

3) How do you keep track of your calls and leads? I was thinking about an excel sheet with all addresses I sent to and update that as calls come in? Is there a better way?
