List sources options?

Hi, I am new to BP and have been searching the fourms for feedback on best practices for obtaining mailing list. (i.e.. high equity homeowners, abstenee owners, tax delinquent). I have found some help on the state treasures website. Not a list but a map I can zoom-in section by section. Would going directly to the Country Assessor or Treasures be best or ordering from a place like Listsource?

Thanks,

Sergio
