Marketing to Hurricane Damaged Neighborhoods

BP,

Hurricane Matthew smacked my city of St. Augustine last year, displacing thousands of homeowners. In the aftermath, I witnessed investors snatch up deals all over town. Although I lacked the foresight to find deals of my own last year, I am prepared to take advantage of the opportunity this year. 

I am considering a few options for reaching people this time around. Obviously I can go help out in the damaged neighborhoods across town and see who needs help getting their home liquidated. A few other strategies I've thought of are bandit signs, Every Door Direct Mail, and Facebook ads. 

Does anyone, whether you have gone through a similar situation or not, have any other strategies in mind?
