how to know if the house is worth mailing to

hello i have been scouting my neighborhoods that i would like to start investing in

and have been writing down any addresses of homes that look like they might be possible deals 

my question is 

how exactly do i know if the home could be a possible deal or if someone just forgot to cut the grass that week?

is there any little bits of info that people look for in the county records that help clarify if the house is worth mailing to?

When I check out a home it usually has more than just a weeks worth of uncut grass. Usually everything in the yard is overgrown (much more than one weeks worth), the trim around the roof has chipping paint and possible even rotted areas, the shingles look distressed, drapes inside are dirty/stained or look extremely old etc. Once I find a house like this I look it up on Property Radar to see when the last sale date was and what the person still owes. If it was sold within the last few years or they owe a lot I'll skip on it.
