Letter wording for a potential opportunity?

A friend of mine informed me of a neighbor of theirs that they believe may be having financial difficulties. They've not specifically said that they have to my friend, but the house they are in isn't kept as it once was and they don't see them as much. I have never sent a letter in a situation like this and am wondering if someone has insight on the right wording to use? I want to be respectful. Thanks, Chris
