Hiring Someone to Search Craigslist

I have a friend who is interested in working for me to generate leads on craigslist.

What would be a good system I could use for this to be effective?

Should I pay them by the hour, by the lead, or per deal completed?

How would their time be best spent? Should they call for sale by owner or landlords offering rentals? Or is their time better spent posting "we buy houses" ads?

Do I need to treat them like a w2 employee or can this by done on an informal basis?

The purpose of this is to find rental properties to invest in in chicagoland.

Any help is greatly appreciated!
