Drove for $$$; have property list.... Mail strategy?

We have driven for dollars in our target area of Oklahoma City, OK and have a list of about 30-40 properties we plan to target via mail. They are very near to our current three duplexes and in a variety of conditions. The area has gotten extremely hot in the last couple years and the MLS has become uber competitive and expensive. We want to try our first targeted mail marketing campaign.

Question:  After basic research on the county assessor's site some of our target properties were bought for a very small number years ago, while others are recent purchases (last 3 years) at prices I wouldn't even pay today. Is there a way to find out what people owe? Back taxes and/or liens? Is it even worth it to mail to the owners who purchased recently and/or at high prices?
