Seller lead generating websites

I was thinking of starting a seller lead generating website.  One most likely pre-built like lead propeller or investor carrot.  My question is that leads don't just start coming to you right?  I'd have to either buy ad-words or PPC or write my own posts for SEO purposes right?  

I know I won't write my own posts, at least not at the beginning.  So relying on ad-words or PPC, is it a good move to do something like this?  I'd like anyone's advice as I feel really clueless when it comes to this side of the business.  However, I need to generate more leads and if this is a good option, I'm ready to go down that road.
