what do I do next
I'm not sure if this is even were I should post this question but my bird-dog (my dad actually) text me an address of a boarded up duplex - I looked it up and I go the name of the owner - but her address is the same as the duplex... how to I locate phone number for this person?

A couple of ideas for you. You could send a letter to the address - if the previous owner set up mail forwarding, it should head to them. You can also look up the tax assessor's data. If the taxes are being paid, the bill has to go somewhere. You can also ask the neighbors, they may know where the previous owners have relocated to.
