Direct mail: Every two weeks vs every 3 weeks

Hello, 

Does anyone know how to determine how often to send mail based on market conditions? I was initially thinking 2 weeks then I thought that may be too close together and a waste of money. Now I am gearing more towards 3 weeks apart. Any suggestions or input?
