Free Repairs but need advice (wholesaler or door knocker type)

Hello BP!

I would like a marketing advice, I have a bid for the city and in some point, there is a clause there that involves marketing. The basis of the free repair is that, it must be below $5,000, it must be in the city of Los Angeles, serves as a primary house, seniors above 62 or individuals making 80% below median.

So my problem is, I have never done marketing before, I would like someone's input on how much it will cost to market this program. Obviously, this will be an instant sell, just because it is free money and involves only a few effort from the owner.

What programs do you use when you are data mining? What website can target low incomes or seniors? What strategy do you use? Yellow letters? Voice mails? VAs? Marketing Partners? Marketing partners that operate by %, if so, how much? 5% 10%? I hope to gain a 25-30% profit per house, less marketing.

In short, the goal is to connect with homeowners that are in low-income/senior areas, offer them the free program, collect their data, and submit them to the program.
