Are there any ways to build lists for zip codes not on Listsource?

So I have targeted an area that when I go to listsource.com and select the state there are only a few zip codes available. I am looking of 82070, 82071, 82072, and 82073. I would like the ability to select out of state owners.

I meet a local title company and when I asked if they could build a list for me they got the deer in the headlights look and told me they had no idea what I was talking about. 

I was told that the county does not have property title information online. I'm guessing that the only way to develop this would be to pay someone to do the research.

Any ideas would be appreciated.
