Every Door Direct Mail - Newbie Questions

We are starting our first every door direct mail campaign in a small neighborhood that we want to target and we have a few questions. We have the route picked out out and just need help with the mailing logos:

My understanding is that EDDM - Retail is the best one to go with, and you do not need a mail permit for it.

For the postage are these the 2 logos that you need to put on? Do we print these on before dropping them off at the post office or do they print them on for you?
