Address for sale is not the same address of the tax payer

I got the expired list: The house that is for sale is own by someone else at a different address. Should I send them a yellow letter to the address that is being sold or to the address of the tax payer? If send to the house of the tax payer, what should I write?

Anything help, thanks.
