No School, no problem. No Property Taxes!

With the likelihood that a Fall COVID  outbreak will force schools to close and adapt a virtual teaching platform parents will incur the cost of time and lost wages to supervise and teach their children.   I understand that schools were unprepared for the first closure but in my experience-  1 hour a week of virtual face time with teachers is no acceptable.   

So going forward, what are the expectations for the School District and tax payers?    

Is it legal for school districts to collect property tax funds while not providing services?

Is it ethical for school districts to maintain current budgets and payrolls when those services are not being provided or at the very least those service  capacities are severally reduced?
