Harvesting equity in this market

I am curious as to how folks are thinking these days with regard to harvesting equity in rental properties? Cash out refinance? Sell? An example may help: single family home bought for 80k with 58k mortgage balance left (4.5 rate on 30 year fixed). We have had offers in the $120-130k range. I have not yet investigated refinance options and rates. Thank you!
