Shelter-at-Home - Is Rehab on a property an “essential service”

Dallas County just issued a “shelter at home” which allows essential services to continue to operate.

I am halfway through a rehab on a buy and hold. We used hard money to fund the acquisition and rehab, making this an extremely uncertain time for my wife and I.

I know none of us (probably) know the legal answer, but what do you think this means for a home in the middle of rehab?

My perapective is for CA...San Diego specifically...but I'd look for similar guidance in your area. The mayor here clarified that home building is an essential service. So unless the Governor or someone else clarifies differently, for us consturction is seen as being an essential service and can continue.
