Reclamation of Abandoned and Dilapidated Properties Program.

Hi everyone,

I recently began exploring RE investment opportunities in WV. I visted a few prospective houses, and decided older houses with post and beam would be safe investments. All of these older house always need work. However, tonight I read this relatively new law, §22-15A-30. Reclamation of Abandoned and Dilapidated Properties Program. I have several concerns about the implementation of the program. First, is the ability for this program to be abused by local governments to remove small individual investors from there markets? Second is the lack of defining what is considered a "Dilapidated property?" Obviously, an abandoned property can be identified through delinquent unpaid taxes, and then be autioned off by the local city. Thus, I think it would make this program redundant? Finally, I'm rethinking my plan to invest in WV because this program seems to be another form of eminent domain?
