[Calc Review] Help me analyze this deal

Here is a location and price I think it worth considering as an investment. The asking price is 330k but I think it makes sense as an investment between 250k - 270k. I was looking in mid-large MSAs experiencing with population growth over a ten year period, in landlord friendly states, low COLAs, and good weather. As my financing goals, looking for between 4 - 10% cap rate with more than 10% CoC return. Let me know what you all think.

I'm in the area, and that property has been sitting for months.  It's not a class C area--more like class D.  It's a don't go there at night kind of place..
