How to find out what utilities are normal for residents to pay?

How does one typically find out what utilities are normal for a tenant to pay themselves and which a landlord pays and is reimbursed for through rent in each area one is looking in? Is there an easier way to find out which areas tenants figure out all utilities on their own?
