Ran across this property - what do you think?

I found this property on Craigslist and it peaked my interest as a subject 2. I'm just now starting to look at multi family and learning to run the numbers and do the due diligence. Please chime in with your thoughts. Obviously it needs work and has back taxes, it's in a historic building, and from what I can see perhaps reserved for lower income rents. If the rents can't be pushed it probably wouldn't make sense.

I don't really understand the $100k to purchase, please explain to this newbie and help me hone my skills.
