Is this mobile home a deal, New Providence PA

Hi I'm looking at buying a mobile home, but I not sure if it is  deal. It is a 14x67 Redmond, 980sf 3bed/2bath it was build in 1997. The guy is asking for 10k. I just looked at it today, it has a solid floor, new siding, new roof, and most of the windows are new, including a new front door. the lot rent is $430 it includes water, sower, and trash. The current owner has been living in it for awhile (I forget how long, but it was over 7 years). He started renovating it, but did not finish, and bought a house and is moving out in a few weeks. When he redid the siding, he said he added 1 inch insulation under the siding instead of the original 1/2''. Has electric bill is around $90 a mouth year around, and his heating bill is around $400 per year (it is propane heat) The appliances do not come with it. It is located in New Providence PA, 17560.

There is another mobile home about 1-2 miles down the road which he said charge around $250 a mouth for lot rent. And based on my research, I could get around 700-900 a mouth for rent if I where to rent it out. My plan is to fix it up and then sell it.
