Yellow letter caller trying to sell land!

Sent out yellow letters. Had someone call to sell their land. It was assessed through the tax assessors at 13,000. She said someone called and offered 2300. It’s an acre of undeveloped land off the highway. What do I do? She wants me to make an offer. I told her that I would look at my numbers. I tried the if I offered cash today what would you take but she wouldn’t say.
