Are these numbers realistic?

Hello All.  Has anyone considered the Clayton Morris investment offerings for buy and hold homes?

Their recommendation is to put away 40% of the rent for expenses and contingencies like vacancies and maintenance.  The other 60% would be your income.  Is this a realistic proportion for a C neighborhood?
