Buying SF using 80 percent rule

I live in Houston. Just wondering if fellow investors are still finding deals that satisfy the 80 percent rule (ie. a purchase price of 80 percent of ARV less rehab cost). I have not been seeing these. Were these just back in the days of tons of foreclosure and tight lending, a few years ago? Or are they more limited to a specific type of SF, say D class? Thanks
