Vacant improved lot in suburb - good investment or not?

I have an opportunity to invest in a 60 x 108 lot in Arizona City, Arizona. It would be my first investment and I'm having analysis paralysis. Please help!  The comps for other lots that have sold were for a less amount. The homes in the neighborhood are in the 80s.  Thanks for any input.
