Buying Hud or Homepath properties

I recently came across a Homepath property thats been listed for 161 days nice house on the water or close to the water, the asking price is 109k looks like 30k repairs most of the homes in that area sell for 200k-250k. There is a Realtor, How would and what advice could i get help with dealing with the Realtor and not the owner of the property
