Blue Island Property-Potential?

I recently met with a seller that has a 3/1 1car brick ranch. They want to get rid of it, for under 40K. Kitchen and bathroom need updating and a good clean up on the whole house. I am just not to sure about the Blue Island area. I haven't really dealt in that area. I see fairly decent comps, about 110-120K. And fixers going for 46K. I'm estimating it would need about 20K in repairs, but I think that is the high end.
