Distressed homes in Rockford, IL?

I have a friend who is ready to get started in Rockford. He has financing and a good all around full-time handyman. He is ready to do some rehabs to use as long-term rentals.
He is looking for fairly good neighborhoods.

Where should he be looking? What should he expect to pay? What will they rent for? Any example listings that might be a good value/fit?

Is your friend familiar with Rockford?

Take this with a grain of salt but I have always heard Rockford has a decent amount of crime. Also if I remember correctly, Rockford usually leads Illinois in unemployment.

I would advise him to make sure he really does his research on neighborhoods.
