Using BRRRR strategy for 1st deal

Hey All!

I am putting together my 1st deal and wanted to use the BRRRR strategy for a mutlfamily. I needed clarification on the BRRRR strategy. My first question is, if I was to pay full price for property would I be able to take out the equity in refinance? Or does it only work paying 70-80% asking price and then filling vacant units?
