Anyone deal with CAMA?

I am looking at developing on a lot that requires 30' setbacks per CAMA (Coastal Area Management Act), but 15' setbacks per the declaration & plat. The lot is in Pamlico county, if that matters. Just curious if anyone has worked with CAMA guidelines on a variance for sound side setbacks for buildings. The lot percs and I have confidence that we can get a CAMA approved dock permit. I don't know how approachable inspectors are regarding CAMA regulations and how flexible they are with piling locations.
