Lot Development Configuration Tool

Is there a tool that will let you enter in an address or APN and it will lookup the zoning for the lot and output things like: max # buildable units, building configurations that adjust based on your preferences (optimize for # units vs. unit size, etc) while also taking into account setbacks, parking requirements and other zoning limits?

If not, do you think a tool like this would be valuable to developers, builders, architects, brokers and other development professionals?

I think that would be beneficial. I'm looking into buying a piece of land but once I get it I'm not sure where to go from there. I ideally I would like to have a duplex built
