Need help tracking down property owners

I apologize if this is the wrong forum.

I'm finding vacant properties for a local wholesaler by driving/walking the streets, and part of my job is to get him the absentee owners' contact info. I run the property addresses through the county's GIS map to get the taxpayer addresses, and then use Whitepages.com to get the owners phone numbers.

One property is boarded up due to a bad fire and GIS taxpayer info shows the owner is living in an apartment, and when I Google the apartment address, Zillow/Trulia show that the apartment building is for sale.

Another one is a house that the owner abandoned and has code violation notices on the door. GIS shows the contact location as the same address as the house.

I don't have skip trace access, how should I go about getting the owners' contact info?

If you Google People search a ton of sites will come up. The process is called skip tracing you can search for that term also. Sometimes paying a private investigator will pay off. But generally a $10 internet serch wsill find them.
