Is a basement condo downtown spokane a good rental investment?

Hey guys I found this condo deal in downtown spokane that can be converted into both residential and commercial. The catch however is that the space has no egress windows. The city has cleared the plan and said it is liveable because it has a fire exit directly to the unit. My question is whether people will rent the place given the low vacancy rate in Spokane. 

Has anyone done anything with a basement condo unit? I look forward to your thoughts.
