Investing In St Croix US virgin Islands

I am at the early stage of looking at an opportuniy in the US Virgin Islands and I would like to know if anyone knows about how the lending works there? As a US territory, it should work mostly the same, but I cant assume? I have a long time friend there who has a couple of very good opportunities for me to pitch.
