Subleasing an Apartment

Hi everyone, I'm looking to rent an apartment in San Antonio, TX and then sublease it on either airbnb or directly to travel nurses. When talking to one apartment, they told me I had to be registered through the city in order to do this. Can anyone further explain what she means? Also does anyone have any insight into this business model and maybe recommend apartments or lofts that allow subleasing? TIA
