Maybe I'm misunderstanding what you might be asking but when determining what a properties ARV is, you need to look at the comps in that particular area. You can use the "sold tab" on either realtor.com or zillow.com to help you better understand what properties are selling for in your area and remember that properties need to be similar in order to justify that ARV.
