Window unit question for Houston

I'm currently in the process of getting a home with window units that only cool with no heat. Will I need to buy new window units with a heating source or can I provide future tenants with space heaters? I've looked into a new HVAC system but it doesn't seem feasible.

any help is much appreciated!

We provide space heaters for our tenants with window units. I think it depends on the location/grade of the home. We have some owners who regret not putting in central AC/heat in their properties located in better areas of Houston, such as the Heights
