DADU Build in Nashville

Recently purchased a rental property around Dickerson Pike, its a single family home zoned RS5. Metro confirmed we can build a DADU (Back in Dec 2021, metro council had passed a broad zoning for Dickerson, Cleveland, Douglas neighborhoods) but when i look at the fine print of the guidelines, it says the primary dwelling needs to be owner occupied. Does anyone have any experience with DADU builds in Nashville recently & if owner occupany is a hard criteria for issuing permits? Would love some expert feedback and past experience.

Thanks a bunch! I definitely have a lot to learn about zoning. 
These properties in East are super valuable but doubling down could be a game changer
