Memphis blight list?

About a year ago I was looking at a shell of a house and the realtor I was working with at the time told me that it was on some list of blighted properties that would be demo'd by the city.  He said that once an address was on that list it could not be removed even if you essentially rebuilt the house.  Later he told me he wasn't sure where he got that info or how to find it.  I SUSPECT his father bought the house.  But regardless, I now have a low laying nagging fear that I will buy a stud out rehab house and find out the city is going to knock it down.

Anyone know anything about this stuff?
